Applicants must possess a Masters Degree from an accredited institution.
Candidates must have (5) or more years of administrative experience in
supervision and administration directly related to Title I & Section 31a
compensatory education programs; five (5) years of experience with monitoring
and/or implementing Title I/Section 31a Programs at the central office level.
Must have demonstrated experience with compensatory education budget planning,
internal audit principles, development, analysis, and monitoring. Must have
experience in providing leadership to other District Administrators including
technical assistance to personnel implementing special programs. In addition,
candidates must have experience in the administration of the requirements of the
Elementary and Secondary Education Act (ESEA) and Section 31a legislation; must have
knowledge of school improvement planning process; and must have demonstrated experience with working with and planning for parent groups.
Regular Attendance is critical; must have an exemplary attendance record.

Under the direction of the Executive Director, Department of State and Federal Programs, the Director, Office of Title I & Section 31a Compliance Monitoring and
Field Services will:
1. Provide leadership and accountability for all Title I & Section 31a Field
Service Compliance Administrators relative to the effective on-site monitoring
of the districts Title I Programs in schools.
2. Provide leadership and accountability for the day-to-day operation of the
Office of Title I & Section 31a Compliance Field Services.
3. Develop and implement internal controls to ensure program monitoring in ALL
Title I schools remain in compliance with federal regulations.
4. Consult with the U.S. Department of Education and Michigan Department of
Education regarding the monitoring, evaluation and reporting of Title I &
Section 31a programs and funding.
5. Define, develop and disseminate processes and guidelines for compliant uses
of Title I & Section 31a funding for schools.
6. Provide oversight for training and guidance regarding appropriate uses of
Title I/31A funding, Title I/31A expenditures and programming.
7. Coordinate the personnel and budgetary guidelines between Title I/31A
schools, district personnel and finance departments.
8. Provide leadership and direction for the grant funded workshop process.
9. Supervise the update of the Title I and Section 31A Guidance Manual and Workshop Guidelines for district and local school use as it relates to monitoring schools for
compliance.
10.. Ensure the development and submission of appropriate program, comparability,
performance and other reports as required and recommend corrective measures for
Title I Comparability Report, as needed.
11. Coordinate Michigan Department of Education On-Site Review process and
ensure that required adjustments are implemented and communicated.
12. Provide direction for the collection of data for State/district audits.
13. Represent Detroit Public Schools on Title I & Section 31a Committees with
district, state and federal governments.
14. Perform other tasks and assume other responsibilities as assigned by the
Executive Director or designee.
