Special Note:

Ideal candidate encompasses using a "business first" orientation, gains a broad and deep understanding of the strategies and operations of assigned areas. Develops, recommends, and implements human resources strategies aligned to those of the Detroit Public Schools, and assigned areas of responsibility. Develops and implements business-focused policies/contracts, procedures, and processes. Leads change in key Human Resources areas including staffing, performance management, HRIS, education, employee/labor relations, compensation, and benefits. Leads and coaches assigned professional and support staff. Outstanding verbal, written, multi-tasking and presentation skills. Ability to create momentum and foster organizational change.


Qualifications

Education:

Applicants must possess a Master's degree in Business Administration, Human Resources or directly related field.

Experience:

Applicants must provide evidence of seven years of progressively more responsible related experience, including a minimum of 2 years experience leading traditional and cross-functional teams. Experience in an environment where human resources is strategically aligned to the core business. Outstanding depth and breadth of the human resources profession including the ability to articulate broadly and deeply about areas of human resources: Specific areas include:

Establish performance management and improvement systems
Policy development and documentation
Consultancy
Convey to end user; associate HR practices to District goals

Leadership/management/teamwork: Expert knowledge of leadership, management, and teamwork principles, and demonstrated ability to effectively apply principles to support and advance organizational objectives. Proven ability to convey the appropriate operational procedures for delivering products and services to end user. Demonstrate capability to form and effectively facilitate organizational-wide goals. Demonstrate ability to introduce and lead large-scale change through assigned work groups and the organization as a whole.

Demonstrate ability to develop an employee-oriented company culture that emphasizes quality, continuous improvement, and high performance.

Business orientation: Demonstrates deep understanding of business needs and customer satisfaction standards, assisting clients with strategically integrating effective HR processes and practices into their daily operations. Responsible for obtaining up-to-date job information from site administrators and maintaining communication with employees.

Consistently exercises appropriate judgment and discretion in all job functions, even when clearly-defined processes may not be in place. Identifies viable courses of action first, and reviews recommendations (as appropriate) with next-level manager.

Process development, implementation, and improvement; project management: Demonstrated ability to develop and successfully implement sound, repeatable business/human resources processes. Can appropriately identify core business issues, viable business-oriented solutions, and necessary resources. Ability to effectively define processes, structure, implement, and manage complex business projects to successful completion.

Communication: Must have highly effective verbal and written communication skills. Must be able to communicate effectively with individuals at all levels of the organization, candidates, and other individuals external to Detroit Public Schools. Demonstrated ability to deliver ideas and concepts and gain buy in of targeted audiences.

Technology: Working knowledge of current technology (i.e., HRIS, Microsoft Office Suite, PeopleSoft HCM, spreadsheets, and presentation software). Can articulate working knowledge of standard business systems and software.

Customer satisfaction orientation: Demonstrate ability to communicate and work effectively with employees at all levels. Can function as a team leader and team member as situation requires.

Attendance:

Regular Attendance is critical; must have an exemplary attendance record.

Citizenship:

Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.

Physical Condition:

Must be physically able to perform the duties and responsibilities outlined with or without accommodations.


Duties and Responsibilities

Under the direction of the Executive Director of HRIS/Administrative Services & Consulting, the Program Supervisor HR Consultant will:

Essential Functions:

1. Provide full-service human resources consultation services and support for assigned areas to include staffing, performance management, education, employee and labor relations, change management, compensation/benefits, and regulatory/legal compliance
2. Develops and implements human resources strategies aligned to Detroit Public Schools and Division strategies and core objectives.
3. Facilitate and leads large-scale organizational projects and multidisciplinary teams.
4. Using standardized, strategic approach, assesses applicants/placements, facilitates departmental interviews, and performs background and reference checks on qualified candidates. Evaluates competency, experience, and education of candidates and communicates salaries according to established compensation guidelines. Makes job offers on behalf of DPS. Provides direction and support to hiring manages.
5. Develops and implements human resources information system, documentation, recordkeeping, processes and procedures, ensuring compliance with applicable laws, standards, etc.

6. Conducting investigations and research into reclassification, classification and criteria advancement submissions and preparing appraisal reports of employees.
7. Supports managers in new employee induction and terminations of departing employees
8. Increase the use of technology solutions while collaborating with efforts to measure, profile and segment the institutions workforce. Designs and generates reports; analyzing the data to ensure improvement meets departmental needs and requirements.
