IT, Public Safety and Security Category Manager - is responsible for applying strategic sourcing methodology to the IT, Public Safety and Security categories including category strategy development, leading Strategic Categories Teams, supplier negotiations, contract execution and audit compliance within the Office of Procurement and Logistics. This role requires an individual leader who is analytical, strategic, self- motivated, exceptional computer skills and is able to work in a dynamic, changing environment as well as lead cross department teams.
Bachelorâs degree in Business, Information Technology and/or Supply Chain. A minimum of 10 years of direct related IT and Strategic Sourcing experience may be considered in lieu of a Bachelors degree.
A minimum of 7 years experience in IT, IT sourcing, supply chain management or a relevant industry experience. Procurement experience in public safety/security and/or IT is preferred.
Demonstrated ability to identify and resolve complex problems.
Working knowledge of Strategic Sourcing methodology, procurement, supply chain knowledge, strategic thinking and supplier management acumen required.
Good teamwork skills with the ability to effectively work across departments.
Strong facilitation skills; collaborates with internal stakeholders/external partners/suppliers.
Strong management and interpersonal skills to include oral and written communication skills and the ability to motivate others, facilitate team building and drive change.
Demonstrated success leading project teams to achieve quantifiable savings by applying strategic sourcing methodology.
Highly self-motivated, ability to drive change with minimal supervision, results-oriented.
Process improvement and Lean Sigma experience. Lean Sigma certification preferred.
Regular Attendance is critical; must have an exemplary attendance record.

Must be physically able to perform the duties and responsibilities outlined with or without accommodations.
Establish strong working relationships with key IT, public safety and security stakeholders as applicable and demonstrate accountability with a focus on customer service.
Create a category business plan including short, medium and long-term sourcing strategies by leading the Strategic Category Team for IT.
Interface with key department stakeholders to gain acceptance of sourcing methodologies and ensure sourcing strategies are fully aligned with department goals and objectives.
Lead the supplier selection and negotiation process.
Identify cost savings opportunities including tracking and reporting realized savings.
Effectively manage projects to deliver quality sourcing solutions for critical business needs.
Consistently develop people through coaching cross-departmentally through category SCTs).
Operate as the team leader for IT, Public Safety and Security SCTs: set team/role responsibilities, provide direction, foster effective team skills, and ensure results are produced.
Lead in the execution of the DPS strategic sourcing process and methodology while creating new and innovative ways of doing things, demonstrating flexibility, open-mindedness, and adaptability to a rapidly changing environment.
Understand, endorse and ensure that formal, disciplined sourcing methodology is practiced per Procurement Manual and applicable laws and regulations.
