One-Time Top-Step New Bonus Payment

1. Who is eligible for the 2018-2019 DFT One-Time Top-Step New Bonus Payment?

Detroit Public Schools Community District (DPSCD) Detroit Federation of Teachers (DFT) bargaining unit members on the top-step of the salary schedule, employed on or before the beginning of and throughout the second semester of the 2017-2018 school year, and remains employed throughout the 2018-2019 school year without a voluntary break in service in the following classifications:

  • Assistant Attendance Officer
  • Attendance Agent
  • Audiologist C.C.C.
  • Behavioral Specialist
  • College Transition Advisor
  • Counselor Promoted
  • Educational Technician
  • Guidance Counselor
  • IEP Compliance Specialist
  • Instructional Specialist
  • Literacy Coach
  • Nurse (Registered Degreed)
  • Orientation and Mobility Specialist
  • Psychologist School Diagnostic
  • School Improvement Coach
  • School Social Worker
  • Special Education Transition Specialist
  • Special Instructor
  • Speech Pathologist C.C.C.
  • Teacher Speech Language Impaired
  • Teacher
  • Teacher Consultant (Special Education)

Note: Retirees, Employee Severance Plan (ESP) participants, and Substitutes are not eligible for the One-Time Top-Step New Bonus Payment.

2. What is the One-Time Top-Step Bonus amount for the 2018 – 2019 school year?

The one-time bonus payment amount in the amount of $1,373.60 shall be distributed to eligible DFT unit members as a separate check payable in December 2018.

3. What will I need to do to receive the One-Time Top-Step Bonus?

Individuals receiving the One-Time Top-Step Bonus are subject to the terms of the Letter of Agreement (“LOA”) between the school district and the Detroit Federation of Teachers. The LOA outlines the nature and circumstances of the payment, the amount of the payment(s) and the period of payout.

4. What happens if I receive the bonus payment and separate from DPSCD before the end of the school year?

If you separate from DPSCD before the end of 2018-2019 school year, the district shall have the option to recover the bonus payment on a pro-rata basis deducted from your final paycheck.

5. Whom should I contact if I believe that I am eligible and did not receive the One-Time Top-Step Bonus?

Professional Compensation – Service Credit for Internal and External Experience

1. Who is eligible for the Internal Experience Service Credit?

Detroit Public Schools Community District (DPSCD) Detroit Federation of Teachers (DFT) bargaining unit members who were employed on or after January 2012 and continuously employed throughout the 2015-2016 school year who did not receive service credit on the salary schedule for experience in the following classifications:

  • Audiologist C.C.C.
  • Behavioral Specialist
  • Counselor Promoted
  • Guidance Counselor
  • IEP Compliance Specialist
  • Instructional Specialist
  • Literacy Coach
  • Nurse (Registered Degreed)
  • Orientation and Mobility Specialist
  • Psychologist School Diagnostic
  • School Improvement Coach
  • School Social Worker
  • Special Education Transition Specialist
  • Speech Pathologist C.C.C.
  • Teacher Speech Language Impaired
  • Teacher
  • Teacher Consultant (Special Education)
  • Therapist (Music, Occupational and Physical)

2. What is the period for review to determine Internal Experience for service credit?

The period for review is the 2012-2013; 2013-2014; 2014-2015 and 2015-2016 school years.

3. Who is eligible for the External Experience Service Credit?

Detroit Public Schools Community District (DPSCD) Detroit Federation of Teachers (DFT) bargaining unit members classified as Teacher (job code: 0250) only who have not received full credit for their external teaching experience are eligible for the external experience service credit up to the maximum of the salary schedule.

4. How is the Internal/External Experience Service Credit Determined?

According to the terms of the Letter of Agreement (“LOA”) between the school district and the Detroit Federation of Teachers, the parties agree that the term “internal experience” refers to any teaching service performed for the District or its predecessor, Detroit Public Schools (DPS). The term “external experience” refers to any teaching service performed in school or school district other than the District or its predecessor, DPS.

5. When will I receive the Internal Experience Service Credit?

Beginning August 2018, all eligible job classifications reference above will be allowed credit on the salary schedule for all years of internal teaching service up to the maximum of the salary schedule. Credit is granted only if at the time the teaching service was rendered the teacher taught full time and met the District’s present minimum requirements for contract status.

6. When will I receive the External Experience Service Credit?

Beginning August 2018, all teachers in job classification 0250 who have not received full credit for their external teaching experience shall be given credit for all years of teaching experience up to the maximum of the salary schedule. Credit is granted only if at the time the teaching service was rendered the teacher taught full time and met the District’s present minimum requirements for contract status.
